Berkeley, California has enacted a landmark policy requiring that single-family home transactions include the installation of a heat pump or equivalent low-carbon heating system before the sale can close. The city becomes the first in the United States to tie building electrification to the point of sale — a model that housing policy advocates and climate groups have been pushing for years.

The ordinance is designed to overcome a classic split-incentive problem: sellers have little motivation to upgrade mechanical systems they won't use, and buyers often lack the capital or appetite to undertake major upgrades immediately after purchasing.
